Referring to my comunication to you of January
8, 1915, and subsequent informal discussion as to the right of this office to communicate with its government in Washington in cipher cablegrams, I have the honor to report that the cable-
gram presented January 8, 1915, and refused transmission was again presented by this office for transmission yesterday and was again refused. Inasmuch as this matter is a pressing one and it is necessary for the purposes of my government that this cablegram be transmitted in code, I beg leave to refer to my communication of the 8th with the request that an expression of the position of the British Coverment in this matter be communicated to this office at the earliest moment practicable.
